Alt + 136 = ê
Alt + 137 = ë

3.    Microsoft Word:

Press:
CTRL + ` (accent grave), the letter
CTRL + ' (apostrophe), the letter
CTRL + ^ (caret), the letter

4.   Mac:

Press:
Option + c
Option + u, the letter

5.   The Ultimate Commitment—Changing your Keyboard to US-International

In Microsoft XP:

a.    Go to Control Panel
b.    Select “Date, Time, Language and Regional Options”
c.    Select “Add Other Languages”
d.    Under second tab, “Languages”, select “Details”
e.    Under “Installed Services,” select “Add”
f.    Choose “US-International”

This will permit you to use keystrokes like: ’ + e to make é. Enjoy!
